I spended few hours on the PTR recently going through different PVP build and testing it on the Training Dummy in orgrimmar.
I used a mod called DPSmeter don't know how accurate it is but it does the job ok.
The build I used are.

New Beta Patch have a lot of AMAZING changes
Shockwave now deals [75% of AP] damage (up from 50%) but doesn't cause a high amount of threat anymore.

When I saw the new changes to Prot tree, my jaw literary dropped. I really think Blizzard have finaly taking a more serious step towards Prot PVP. I even see the possiblity of arena setup that can include Prot PVP warrior in 3v3 and 5v5.

Common misconception about protection warriors is that they dont do enough dps.
they just tickle you and be a little nuisance, so you can simply ignore them and kill them last.
sorry to say this is generally true, since there's alot protection warrior out there that uses their PVE gear for PVP, ...
